Freedom of Information Act (FOIA) Requests

The Voorhees University Charter Institute of Learning (VU-CIL) is committed to transparency and public access to information in accordance with the South Carolina Freedom of Information Act.

Submitting a FOIA Request

All requests for public records must be submitted in writing.

Requests may be submitted to the VU-CIL FOIA Officer by:

  • Email: FOIA@voorhees.edu

  • In Person: 1897 Voorhees Road, Denmark, South Carolina 29042 

To support an efficient response, requests should clearly describe the records being sought.

Response Timelines

VU-CIL will respond to FOIA requests within the timelines established by South Carolina law:

  • 10 business days for records less than 24 months old
  • 20 business days for records 24 months old or older

 

This initial response will indicate whether the requested records will be provided and may include a cost estimate and expected timeline for production.

Production of Records

Following the initial response and receipt of any required payment, responsive records will be produced within:

  • 30 calendar days for records less than 24 months old
  • 35 calendar days for records 24 months old or older

Fees

VU-CIL may charge reasonable fees associated with fulfilling FOIA requests, including the cost of searching, reviewing, redacting, and reproducing records.

Standard Rates:

  • Copies: $0.10 per page
  • Staff Time:
    • Administrative/Clerical: $21/hour
    • Managerial: $33/hour
    • Director-Level: $51/hour

 

Time is billed in quarter-hour increments.

Additional costs (e.g., postage or electronic media) may apply.

A cost estimate will be provided when applicable. Payment may be required prior to the release of records.

Electronic Records

When practicable, records will be provided in electronic format.

VU-CIL may charge for the staff time required to review, redact, and prepare electronic records for release.

Redactions and Exemptions

Certain information may be withheld or redacted in accordance with applicable law, including student records, personally identifiable information, personnel records, and privileged or confidential information.

Additional Information

VU-CIL will provide records in accordance with applicable law. The Institute is not required to create new records or compile information in a format that does not already exist.
